If you wish to avoid the fee you should inquire whether or not they have a fee prior to booking. Personally, I think the fee sucks and on my first trip to Phuket there was an American girl from Vietnam who was with us and they kept trying to make us pay a joiner fee when we all were walking back to our rooms. It was only when she started speaking English (with a heavy southern accent as she was from S. Carolina) that they hotel staff believed we weren't trying to get around the fee.
